Sir,

With reference to my telegram of the 1st ultimo and to yours in reply of the 8th ultimo, I have the

honour to forward a copy of the letter received from Monsieur L.Robert, Procureur of the Missions Étrangeres in reply to my letter informing him that His Majesty's

Government were not prepared to entertain his proposal

to exchange Monkey Island at Amoy for certain property

in this Colony.

Though I never considered the offer one which

His Majesty's Government would accept, I deemed it my

duty to bring the matter to your notice on account of

its possible international significance.

Satow has informed me that the title of the Mission
